CAMPAIGN commitments

TENNESSEE’S WORKERS & ECONOMY

Working people built Tennessee. They deserve an economy that returns the favor — wages that cover the bills, the freedom to organize and bargain collectively, and small businesses that can actually compete.

RURAL COMMUNITIES

Rural communities don’t need to be forgotten between election cycles. They need fully funded hospitals, strong schools, reliable infrastructure, and a representative who shows up year-round.

ENVIRONMENT

These mountains, rivers, and lands are who we are — and Oak Ridge’s federal investment should serve our community, our science, and our environment, not just the defense industry. We can fund our labs and protect our land. Both matter, and both are possible.

HEALTHCARE

Two rural hospitals in District 3 have already closed. Nine more are at risk. Tennessee is one of ten states still refusing to expand Medicaid, leaving 300,000 people without coverage. Health care is a human right — and this district deserves a representative who will fight for it – because lives depend on it.

SOCIAL FREEDOMS

Moral leadership means trusting people with their own lives. That means protecting reproductive freedom, defending LGBTQ+ lives, and honoring the sacred worth of every single person — without exception.

DEMOCRACY

District 3 deserves a representative who answers to the people — not to Washington power brokers or corporate PACs. Democracy means fair elections, fair maps, and the courage to hold the powerful accountable even when it’s costly. That’s why Anna doesn’t accept a single dollar from corporate PACs.

LET'S TALK POLICY

Legislative priorities from day one

ECONOMIC OPPORTUNITY

Raise the federal minimum wage - 36% of Tennessee workers earn less than $15/hour, so this puts real money back into the pockets of working families across District 3.

Expand the Low-Income Housing Tax Credit - Expanding this credit helps build the affordable housing our neighbors are being priced out of.

Pass the American Homeowners Opportunity Act - A down-payment tax credit worth up to $50,000 opens the door to homeownership for TN families who've done everything right but still can't save enough to buy.

Fund Community Land Trusts - Community land trusts keep housing permanently affordable in Tennessee neighborhoods instead of losing homes to outside investors and rising rents.

Enforce Antitrust Laws in Food & Agriculture - Cracking down on food and agriculture monopolies lowers grocery prices for TN families without adding a dime to the deficit.

Fully Fund SNAP and WIC - Protecting SNAP and WIC funding keeps groceries on the table for working families and young kids across District 3.

Restore and Expand the Child Tax Credit - A bigger Child Tax Credit means real relief for TN parents facing the rising cost of raising kids.

Close the  Tariff Loophole - Requiring Congress — not one administration — to sign off on tariffs stops working families from footing the bill for decisions they had no say in.

Make Tariff  Costs Visible to Consumers - Showing tariff costs on price tags instead of hiding them in the price of goods gives TN families the transparency they deserve at checkout.

HEALTHCARE

Cap Insulin Costs at $25 - For uninsured/underinsured families, a hard cap at $25 would save $3,000-8,000+ a year for someone on a multi-prescription regimen.

Protect Social Security - The system we have been paying into will be insolvent by 2034. By removing the Payroll Tax Cap, we ask high earners pay into Social Security on all of their income, not just the first slice. This strengthens the program working Tennesseans have paid into their whole lives.

Expand Rural Healthcare Access - We must prioritize keeping rural hospitals open and investing in clinics that are doing the hard work of standing in the gap when care isn't close by. Investing in rural healthcare means TN families outside the city don't have to drive an hour for basic care.

Cap Insurance Deductibles - Capping deductible costs at $5,000 per family keeps chronic illness from bankrupting working families in District 3.

Protect and Expand Medicare and the ACA - Defending Medicare and the ACA keeps affordable coverage in reach for TN seniors and working families alike.

ENERGY & THE ENVIRONMENT

Protecting Tennessee's Waterways - The Tennessee water system is comprimised. Between data centers drawing millions of gallons a day for cooling and invasive species threatening tourism, we must ensure clean water and healthy rivers for the Tennessee families who depend on them.

Oak Ridge Science & Cleanup
ORNL is leading the world in supercomputing and quantum research and should continue to be fully funded for those advancements. We must also pay close attention to the continued Mercury cleanup being done by Y-12 and limit future environmental danger.

Expand TVA Renewable Energy Programs - Growing programs like TVA EnergyRight brings cleaner, more competitive power to Tennessee ratepayers.

Make Data  Centers Pay Their Fair Share - With data centers already 18% of TVA's industrial load and headed to 35% by 2030, making them pay true cost of service keeps rate hikes off the backs of working families.

Demand TVA  Accountability and Transparency - Backing independent review of TVA rate hikes, the TVA Salary Transparency Act, and full board confirmations means the public utility that raised rates twice since 2023 finally answers to the ratepayers it serves.

TAXES & REPRESENTATION

Tax Billionaires' Wealth Not Just Working Families' Wages - An annual wealth tax on billionaires' stock gains and closed-loop loans makes the ultra-wealthy pay their share instead of leaving the bill for working Tennesseans.

Remove the Payroll Tax Cap on Social Security - By removing the Payroll Tax Cap, we ask high earners pay into Social Security on all of their income, not just the first slice. This strengthens the program working Tennesseans have paid into their whole lives.

End Grocery Tax While it's not a part of the work that can be done in Washington, I will pressure the Governor and House to end the grocery tax for Tennessee.

Statehood for the District of Columbia - 700,000 Americans in D.C. and pay federal taxes but have zero voting representation in Congress.

DEMOCRACY & VOTING

Pass the John Lewis Voting Rights Advancement Act - Restoring full federal voting rights protections makes sure every eligible Tennessean can make their voice heard.

Oppose Voter Suppression and the SAVE Act - With 1 in 3 D3 residents lacking a birth certificate and 1 in 4 lacking a passport, this proof-of-citizenship law would lock out eligible voters.

Ban Partisan Gerrymandering - A federal ban on gerrymandering means TN families' votes count based on where they live, not on how a district was drawn to protect a politician.

Restore Voting Rights -
Tennessee has the third-largest disenfranchised population of any state, and the 300,000 persons who have completed their sentences should have their voting rights restored.

DIGNITY FOR EVERYONE

Pass the Equality Act - Federal non-discrimination protections mean LGBT Tennesseans can't be denied a job, housing, or healthcare just for who they are.

Protect Marriage Equality - Codifying marriage equality protects TN families from having their marriages put back up for debate.

Pass the Women's Health Protection Act - Restoring the protections of Roe and Casey means Tennessee women get to make their own healthcare decisions again.

Gender-Affirming Protections - Trust medical organizations to define gender-affirming care as safe, effective, and lifesaving treatment.

KEEPING ONE ANOTHER SAFE

Support Common-Sense Gun Laws - Gun violence is the leading cause of death for people ages 1-17 — common-sense gun laws are about keeping TN kids alive.

Support the First Step Act - With Tennessee's incarceration rate at 817 per 100,000 — well above the national rate of 614 — criminal justice reform means fewer families torn apart and more people back to work.

Safety Against Secret Police - ICE officers have been threatening the well-being of District 3 for far too long. Begin sweeping divestment of ICE with ultimate abolishment.

End Discrimination - Six decades after the Civil Rights Act passed, Southern families are still fighting discrimination in housing, hiring, and schools — real enforcement of discrimination laws is what finally makes equal protection a reality in District 3.

End Blank Checks for the Pentagon Since 2020, 54% of the Pentagon's budget — $2.4 trillion — has flowed straight to contractors like Lockheed Martin and Boeing, and after eight straight failed audits Washington still can't say where the rest went. Congress must stop writing blank checks to the military-industrial complex and start putting that money to work for Tennessee families.

Legalize and Regulate Marijuana
It is time we keep working Tennesseans out of the criminal justice system over a plant that's already legal across most of the country. The potential tax revenue and small-business opportunity cannot be ignored.

INVESTING IN OUR KIDS

Oppose Federal Expansion of School Voucher Programs - Every dollar diverted to vouchers is a dollar pulled from the public schools that most Tennessee kids attend.

Fully Fund Title I and IDEA - Fully funding these programs makes sure TN kids from low-income families and kids with disabilities get the resources they're promised.

Equal Advocacy for Rural and Urban Schools - Rural and deep urban TN schools need a champion fighting for the same resources kids in bigger districts already get.

IMMIGRATION WITHOUT HARM

No Secret Police Forces - Tennessee families deserve immigration enforcement that follows the law in the open, not unmarked agents operating in our communities.

ICE Must Leave Tennessee - Real oversight of ICE protects the immigrant families who are part of the fabric of District 3. Begin sweeping divestment of ICE with ultimate abolishment.

Oppose 287(g) Agreements - Keeping local police focused on local safety — not federal immigration enforcement — builds trust between TN families and the officers who protect them.

Citizenship Without Hurdles - Affirm and support an accessible, earned pathway to citizenship for the estimated 11 million undocumented individuals residing in the U.S.

Pass the American Dream and Promise Act - Pass specific protections for "Dreamers" (those brought to the country as children) and Temporary Protected Status (TPS) holders.
